The Home Child-Care Provider Pilot and Home Support Worker Pilot are 2 economic pilot programs targeted to foreign national caregivers who

  • have a job offer or Canadian work experience in an eligible caregiver occupation

  • meet minimum education and language proficiency requirements

This pilot is designed to bring Home Support Workers to Canada on temporary work permits, with the ability to apply for permanent residence after gaining enough work experience. The pilot will be accepting a maximum of 2,750 primary applicants per year plus their immediate family.

Those eligible to apply are foreign nationals who

  • have the ability to become economically established in Canada

  • intend to reside in a province or territory other than Quebec

  • meet the minimum language proficiency threshold set for that occupation

  • meet the minimum education requirement

They must also have one of the following

  • 2 years of full-time Canadian work experience in an eligible occupation within the preceding 3 years

  • a valid full-time job offer from a Canadian employer in an eligible caregiver occupation

How the process works

  • Applicants under the Home Child-Care Provider or Home Support Worker pilots can apply with or without 24 months of eligible Canadian work experience.

24 months or more of eligible work experience

  • An applicant with 24 months or more of eligible Canadian work experience must satisfy the following criteria:

  • meet the minimum language requirements

  • meet the minimum education requirements

  • meet the work experience requirement

  • be admissible to Canada

Fewer than 24 months of eligible work experience

  • An applicant with fewer than 24 months of eligible Canadian work experience must satisfy eligibility and admissibility requirements upfront.

  • Applicants must:

  • meet the minimum language requirements

  • meet the minimum education requirements

  • have a valid job offer

  • be able to perform the work

  • be admissible to Canada

  • We Can help assess applicants against these criteria. If the applicant is eligible, the permanent residence application is put on hold and the applicant is issued an occupation-restricted open work permit. Dependants are also eligible to accompany the principal applicant and can be issued open work or study permits. When applying for permanent residence through one of these pilots, applicants are required to submit an application for a work permit for themselves and applications for work or study permits for any accompanying dependants along with their application for permanent residence.

  • Once issued an occupation-restricted open work permit, the principal applicant must obtain 24 months of eligible, full-time, Canadian work experience. To remain eligible in the program, this must happen within 3 years of being issued their occupation-specific open work permit. Applicants must submit proof of obtaining this work experience within 3 years of being issued their occupation-restricted open work permit.

  • Upon receipt of proof, the permanent residence application is taken off hold. Let us help assess whether the applicant meets the work experience requirement and make sure the applicant is still admissible to Canada.
